How do I Upgrade Pokemon Black City into a wonderful thriving city?

My Pokemon Black City is Barren how do I get people in it and be able to build up the building?
There is none to talk to!
Just six buildings I can’t get into.

The city gets bigger the later at night it gets

In the morning the amount of people would be small and at night the amount of people, and the building size, would increase.

I know cause i haz it

I like white forest better but Reshiram is cooler looking then Zekram :p.

P.S. – The people in the city will rebattle you every day and in the main building there’s a man that you can talk too who will give you 10000$ everytime you beat 10 people
